
October 6 ------ Executives of the embattled Philippine Health Insurance Corporation (PhilHealth) have refused to resign despite the call of their new president and CEO Dante Gierran to vacate their posts following a multibillion-peso corruption controversy. According to Maki Pulido’s report on “24 Oras” on Monday, none of the 66 officials Gierran asked to resign have turned in their resignation.
Instead, they sought a dialogue with Gierran to argue that they are assured of security of tenure by Civil Service laws. “Basic naman po ‘yan. Napakahirap na mawalan ng trabaho lalo na sa panahon ngayon,” PhilHealth spokesman Rey Baleña said. Civil Service Commissioner Aileen Lizada said PhilHealth executives cannot hide behind such laws.
“While we have security of tenure, it does not mean that you have all the right to stay there even if may ginagawa na po kayong mali,” she said. “‘Wag niyo hong gagamitin ang CSC para pang-back up po sa inyo kasi we will not also stand by mga anomalies or irregularities,” she added. An audit ordered by Lizada found that many PhilHealth officials have refused to vacate their posts.
She said that some regional vice presidents of the state health insurer have held their posts for decades. “Ayaw nilang magpagalaw kaya sabi ko nga na what’s in the position? Bakit gustong gusto mo nandiyan ka? It’s already a red flag. Bakit ayaw mo magpaikot?” she said. The Senate earlier said it may file raps against executives on top of those recommended by the Department of Justice-led Task Force PhilHealth. Gierran vowed to work on reorganizing the state health insurer after a whistleblower alleged that the PhilHealth executive committee stole some P15 billion in funds.
