MARINA Memorandum Circular No. MD-2019-01

We are pleased to furnish you Memorandum Circular No. MD-2019-01 issued by the Maritime Industry Authority (MARINA) re Rules and Regulations in the Issuance of Seafarer’s Record Book (SRB) and Seafarer’s Identity Document (SID) dated 15 November 2018. Said Circular was published on January 10, 2019 at Business Mirror and will take effect 15 days after the publication.
 
Upon effectivity of this Circular, the Seafarer’s Identity Record Book (SIRB) will be replaced by the SRB and SID, with SRB to serve as sea service record book while the SID as the identity document of the Seafarer in compliance with the Seafarer’s Identity Documents Convention (Revised), 2003 (ILO Convention No. 185). The SRB shall be valid for ten (10) years while the SID shall be valid for five (5) years.
 
Further, the Circular also states that seafarers who have been declared by a competent medical practitioner to be permanently disabled to board ship and who have been paid by the insurance for such disability shall no longer be allowed to renew or be issued SRB and SID. In case that after such declaration of permanent disability, the SRB and SID is still valid, the same shall be deemed automatically revoked.
